RHCA countries and OVHC: what reciprocal healthcare actually covers

If you’re from the UK, Ireland, New Zealand, or one of eight other RHCA countries, you have access to partial Medicare in Australia. It sounds like you might not need OVHC. In practice, most RHCA visitors still buy it. Here’s why.

Which countries have an RHCA with Australia?

What RHCA Medicare covers

“Medically necessary treatment” means treatment that cannot wait until you return to your home country. In practice:

• Public hospital treatment — covered (as a public patient)
• GP visits — covered if the GP bulk-bills
• PBS prescriptions — covered for UK and NZ citizens (subsidised medication)
• Emergency department — covered at public hospitals

What RHCA Medicare does NOT cover

This is where most visitors get caught:

• Ambulance — not covered. A single ambulance trip can cost $1,000+
• Dental — not covered at all
• Optical / glasses — not covered
• Physiotherapy — not covered
• Private hospital — not covered (you’re treated as a public patient)
• Elective surgery — not covered
• Pre-existing condition management — only covered if it becomes medically necessary during your stay

Does RHCA Medicare satisfy condition 8501?

No. The Department of Home Affairs has clarified that RHCA Medicare access alone does not satisfy condition 8501. You still need OVHC from a registered Australian insurer. Some visa officers may accept RHCA + a letter explaining coverage, but this is not the recommended path — buy OVHC to be compliant.

Why most RHCA visitors still buy OVHC

Given what’s not covered (ambulance alone is worth the premium), most visitors from RHCA countries buy:

1. Budget OVHC (~$80-100/month) — ambulance cover, GP gap cover, some extras. Combined with RHCA Medicare for hospital.
2. Mid-tier OVHC (~$120-150/month) — private hospital option, better extras, less reliance on the public system.

How to enrol in RHCA Medicare

1. Visit a Services Australia centre with your passport and visa grant letter
2. Complete the Medicare enrolment form
3. You’ll receive a Medicare card in 2-4 weeks
4. Your Medicare number is provisional until the card arrives — you can use it immediately

I have both RHCA Medicare and OVHC — which do I use at the GP? Present your OVHC card first. If the GP bulk-bills, Medicare covers it. If not, claim through OVHC for the gap.

Does RHCA cover my partner and children? Yes — listed family members on the same visa are also eligible.

Can I use RHCA Medicare for pregnancy? Pregnancy is considered medically necessary, so public hospital antenatal care and delivery are covered. However, RHCA does not cover private obstetrician fees.
